But Kleberg County is a Texas Department of Insurance designated catastrophe area — all of it, Kingsville included. If you carry windstorm coverage here, your roof needs a WPI-8 certificate from a TDI inspection, and it has to be built to the wind speed your specific address falls under.

Kleberg County Has Three Different Wind Zones

This is the part that catches people out. TDI doesn't treat the county as one place. It's split, and the required design wind speed changes depending on where you are:

  • Kingsville, Ricardo, Riviera, Caesar — the inland zone, lowest required design wind speed in the county
  • NAS Kingsville, Loyola Beach, Riviera Beach, Vattmannville — a step up, closer to the bay
  • Padre Island National Seashore side — the seaward zone, strictest requirements

What changes between zones isn't cosmetic. It's fastening schedules, edge metal, and what the inspector will and won't sign off on. A roof built to Kingsville's requirement and installed out at Riviera Beach can fail inspection — and a roof that fails inspection doesn't get a certificate.
